It can be triggered when a specific TA-parameter is not set. This should never be triggered and if it does well it doesn't have any use for you. TA means Timing Advance and its value correspond to the length of time a signal takes to reach the base station from a mobile phone. Android users frequently spot 'com.sonyericsson.startupflagservice' running persistently in Battery Usage, Network Data Monitor, or Developer Running Services. Note: Malicious trojans and stalkerware APKs also frequently spoof legitimate Oem system package names like 'com.sonyericsson.startupflagservice' to evade manual detection.
