It is used to hold shares and securities in dematerialised/electronic format. Seems weird that Verizon provide this so it's likely not this. Android users frequently spot 'com.verizon.obdm_permissions' running persistently in Battery Usage, Network Data Monitor, or Developer Running Services. Note: Malicious trojans and stalkerware APKs also frequently spoof legitimate Carrier system package names like 'com.verizon.obdm_permissions' to evade manual detection.
